Joseph Kempf

Bio: Joseph (Joe) Kempf is a Project Manager at BL Companies, bringing over 12 years of experience in environmental consulting, land development, and regulatory compliance, supported by more than 16 years of expertise in geospatial analysis and site planning. Joe’s professional background includes leading multidisciplinary teams on large-scale commercial, industrial, and renewable energy projects throughout Pennsylvania, Maryland, Delaware, and the broader Mid-Atlantic region.
His technical specialties include wetland delineation, NEPA environmental review, site permitting, and due diligence for commercial and industrial properties. As a Maryland Forest Conservation Qualified Professional and Senior Wetland Professional, Joe’s work routinely bridges the intersection of environmental regulation and real estate feasibility—helping clients and communities advance sustainable development that aligns with both business goals and environmental stewardship.
Joe is an active member of the Greater Harrisburg Area Association of Realtors and the Adams and York County Associations of Realtors, where he applies his environmental and land use expertise to support responsible growth and informed investment across Central Pennsylvania. His experience gives him a unique perspective on the environmental and logistical challenges shaping the region’s commercial real estate market.
In addition to his professional consulting work, Joe is co-founder of Jovian Co., LLC, a veteran- and woman-owned small business focused on property investment, agricultural redevelopment, and community-driven land ventures in the Harrisburg–York region. He holds a Bachelor of Science in Environmental Sciences from Southern New Hampshire University and is a Distinguished Honors graduate of the National Geospatial-Intelligence Agency’s School of Geospatial-Intelligence at Fort Belvoir, Virginia.
Joe’s goal in serving on the GHAR Commercial Council is to bring a balanced, solutions-oriented voice—combining environmental science, project management, and real-world land development experience—to help guide responsible commercial growth and enhance collaboration among the region’s real estate professionals.
