Every year, GHAR hosts a Legislative Breakfast that allows our members to engage directly with the policymakers shaping housing and real estate in our region.

Sen. Dawn Keefer

Bio: Pennsylvania State Senator Dawn Keefer served in the Pennsylvania House of Representatives before being elected to serve in the Senate in 2025. A true champion of liberty, she has consistently worked to cut government regulation and spending through free-market solutions. As the founder and first chair of the Pennsylvania Freedom Caucus, and her background as a small business owner, she understands firsthand the challenges businesses face in Pennsylvania and the need for a government that empowers rather than hinders prosperity. Her unwavering commitment to fiscal conservatism, regulatory reform, and government transparency reflects her dedication to strengthening families and businesses – the bedrock necessary for a thriving Commonwealth.

Sen. Greg Rothman

Bio: Greg Rothman was elected to the State Senate in November 2022 to represent the people of the 34th Senate District, which includes Cumberland and Perry counties and northern Dauphin County. He previously represented the 87th Legislative District in the House of Representatives.
Rothman chairs the Senate Game and Fisheries Committee, which helps manage and protect the commonwealth’s natural resources and considers legislation affecting hunting, fishing and conservation. He is also a member of the Agriculture and Rural Affairs, Appropriations, Banking and Insurance, Education, Finance, and Transportation committees.
He is the former president and CEO of RSR REALTORS, where he began as a real estate sales agent in 1989. Under his leadership, the company grew to become one of the largest real estate businesses in Central Pennsylvania.
Prior to his public service, Rothman enlisted in the Marine Corps during Operation Desert Storm. He served nearly 10 years in the Marine Corps Reserve, rising to the rank of staff sergeant before being honorably discharged in 2001. His service led the president of the United States to appoint him to the National Veterans Business Development Corporation board to encourage veterans to start entrepreneurial ventures.
Rothman is a graduate of Cumberland Valley High School and holds an undergraduate degree in political science from the University of Massachusetts/Amherst and a Master of Science degree in real estate from Johns Hopkins University.
He previously served as a trustee at Harrisburg University of Science and Technology and as a board member of the Boys and Girls Club of Harrisburg. He was one of the five founders of the Harrisburg Young Professionals.
Rothman is the proud father of five children.

Rep. Marc Anderson

Bio: Marc Anderson was elected in November 2024 to serve the people of the 92nd Pennsylvania House District in York County, which consists of Carroll, Dover (District 2), Fairview, Franklin, Monaghan, Newberry, Warrington and Washington townships; and the boroughs of Dillsburg, Franklintown, Goldsboro, Lewisberry, Wellsville and York Haven.
Education is a passion of Marc’s, having served as an administrator and teacher for more than 27 years, 20 of which were with Northern High School in York County. His students were some of his most ardent supporters to run for elected office.
Aside from education, Marc’s priorities include protecting personal rights and liberties, improving the economy, increasing government transparency and accountability, and ensuring election integrity.
Marc is a U.S. Air Force veteran who enrolled in the Troops to Teachers program. He graduated from Mechanicsburg High School and York College. Marc and his wife, Cindy, live in Carroll Township, where they raised their two children.

Rep. Nate Davidson

Bio: Nate Davidson is a resident of Harrisburg, where he lives with his family. Prior to his election as Representative of the 103rd Legislative District in November 2024, Nate worked as Floor Manager to the Democratic Caucus and Senior Advisor to the Appropriations Committee Chair in the Pennsylvania House of Representatives. He serves as a Board Member to Capital Region Water and is involved in several local community groups.
Born and raised in Dauphin County and a graduate of Messiah College, Nate learned the value of service to others from his parents who were active in their local church and other community organizations. After graduating from college, Nate found a career in government and politics, working to support elected officials who positively impact their communities. Nate brings this experience as well as his Central Pennsylvania values to the Legislature, where he will work to reform state government, keep our communities healthy and safe, and foster economic growth here in the Susquehanna Valley and across the Commonwealth.

Rep. Sheryl Delozier

Bio: Rep. Sheryl M. Delozier is serving her ninth 2-year term in the Pennsylvania House of Representatives, representing part of Cumberland County.
Sheryl was elected Republican Caucus Administrator for the 2025-26 Legislative Session and oversees the successful operation of the printing and motor licensing departments, as well as parking resources and office moves for House Republican members and staff.
She graduated from the University of Delaware, earning a political science degree. Then, she attended the Open University of the Netherlands and The Pennsylvania State University, earning master’s degrees in business.
Sheryl is an active community member, volunteering to help victims of rape, domestic violence and the Special Olympics. Sheryl, married to Chris, has two children, Benjamin and Allison.

Rep. Justin Fleming

Bio: Justin Fleming was elected in November 2022 to represent the 105th Legislative District in Dauphin County.
Justin has called Dauphin County home for nearly all his life, attending Susquehanna Township High School, worshiping at local religious services and supporting Dauphin County businesses.
As a young child, he grew up in poverty, relying on public housing, free and reduced lunches and food stamps. His family used those public benefits as a bridge to the middle class. The quality public education he received, and the availability of subsidized student loans allowed him to attend and graduate from Millersville University.
Justin has spent nearly 18 years in and around state government as a public servant and as an advocate to expand mental health care and provide more resources for children in Pennsylvania. Before becoming a state Representative, Justin served as the Susquehanna Township Commissioner for the 8th Ward.
As a state Representative, he will work with other legislators to provide better education for all children. He will also support social and economic justice and support working families by reducing income inequality and providing access to health care to make life-saving medications more affordable.
He lives with his wife and two children in Susquehanna Township.

Rep. Barb Gleim

Bio: Rep. Barb Gleim has spent most of her adult life living, working and serving in the community of Carlisle. Prior to her election to the House of Representatives in 2018, she served as the director of operations and then director of business development at John W. Gleim Jr. Inc. Excavating.
Barb’s private sector work experience also included serving as project manager for Ahold Delhaize (the parent company of Giant Foods) and Daymon Worldwide, where she led several marketing and sales initiatives.
Not only has she helped private businesses thrive with her marketing and messaging skills, but she also has been and remains a small business owner and entrepreneur as the co-owner and operator of Hayman Farms, the family farm that she and her husband continue to work growing hay and raising Hereford beef.
Barb has been an extremely active leader in her community with a focus on education. She served for eight years on the Cumberland Valley School Board. Barb has a bachelor’s degree in political science from the University of Maryland and a Master of Business Administration in food and agribusiness from Delaware Valley University. She resides in Middlesex Township with her husband, Tracy, and has three grown children – Kaitlin, Emily and Daniel.

Rep. Joe Kerwin

Bio: First elected in 2020, PA State Rep. Joe Kerwin remains committed to defending the rights of his constituents, upholding protections guaranteed under the Second Amendment and ensuring Pennsylvania’s nearly 800,000 veterans have access to the benefits they earned through military service. Rep. Kerwin spearheaded efforts to develop a new memorial for Gold Star families who lost a loved one while he or she was on active duty in the armed forces.
Rep. Kerwin enlisted in the Pennsylvania Army National Guard at age 19 and continues to serve as a commissioned officer. In late 2023, he deployed to the Horn of Africa with Task Force Paxton, 2nd Battalion, 112th Infantry of the Pennsylvania Army National Guard in support of Operation Enduring Freedom-Horn of Africa. In Africa, he led an infantry company as part of a counter terrorism mission.

Sen. Patty Kim

Bio: Senator Patty Kim, a former news anchor, reporter, and Harrisburg City Councilwoman was first elected to the state House of Representatives in 2012 and the state Senate in 2024 and has been a leader in government reform and transparency. Kim’s priorities in the General Assembly include taking a solution-based approach to statewide issues, working in cooperation and collaboration with colleagues, and utilizing her record of service to support initiatives that stand to better the lives of the citizens she represents.
Leading her caucus’s charge to provide a livable wage for all Pennsylvanians, Kim has introduced bills to increase the minimum wage to $15 an hour. She continues her fight for a minimum wage increase to restore the middle class by lifting thousands of Pennsylvanians out of poverty. Her priorities also include combating climate change and bolstering public schools by ensuring qualified teachers receive competitive pay and by providing pathways for college students to enter the profession.
Kim serves as the minority chair of the Local Government Committee. She also serves on the Appropriations, Aging & Youth, Banking & Insurance and Community, Economic & Recreational Development Committees.
Prior to her work in the legislature, Kim was elected to Harrisburg’s City Council where she served two terms. She was elected as council Vice President by her colleagues during her second term.
A 1995 graduate of Boston College, Kim is married to John Sider and together they have two children, Brielle and Ryan.

Rep. Thomas Kutz

Bio: Rep. Thomas Kutz serves the 87th State House District in Cumberland County. During the 2025-26 Legislative Session, he is serving as Deputy Whip, and on the House Appropriations, Consumer Protection Technology & Utilities, Finance, Insurance, Intergovernmental Affairs and Operations, and Rules Committees.
Thomas holds degrees from Grove City College and Widener University Commonwealth Law School. A licensed attorney practicing real estate and business law, Thomas has served in various legislative decision-making positions, including as a staff member for the U.S. House Ways and Means Committee and a policy director in the Pennsylvania Senate.
Thomas has been a real estate champion in the House, introducing legislation to offer tax incentives to first-time homebuyers and active-duty military, as well as legislation to allow for Private Mortgage Insurance to be tax deductible. Thomas has also worked to reduce the regulatory burden that makes the cost to build a home so high and is working on tax reform legislation to help more young families buy a home in our region. Thomas’s focus has also been on making our region more competitive to attract new residents here and aid the real estate market. Thomas has introduced more pro-Realtor legislation than any other Member of the General Assembly.
Thomas and his wife Allie live in Mechanicsburg with their dogs Camden and Poppy.

Rep. Dave Madsen

Bio: State Representative Dave Madsen was elected in 2022 to represent Pennsylvania’s 104th Legislative District.
Born and raised in South Central PA, Madsen graduated from Middletown in 2004. He lives in the Allison Hill section of Harrisburg. When Rep. Madsen is not advocating for his constituents, he enjoys watching soccer and riding his bike on the greenbelt.
Madsen served on Harrisburg City Council from 2017-2022 and was the chair of its public works committee. As a member of City Council, one of his priorities was to replace aging infrastructure and to work to prevent blight by getting property owners the assistance they needed.
Rep. Madsen also worked as the community services and education director for the Pennsylvania AFL-CIO. During his tenure as director, he supported food distribution drives, pop-up COVID-19 vaccination clinics and promoted workforce programs. He was also the chair of the council’s public works committee.
As a State Representative, he will focus on funding for public education, workforce development, and improving infrastructure. He is committed to working on bipartisan action to bolster public health and safety while strengthening Pennsylvania’s economy.

Rep. Tom Mehaffie

Bio: First elected to the statehouse in 2016, Rep. Tom Mehaffie approaches his legislative work from the mindset of a small business owner and former municipal official.
Rep. Mehaffie’s aim is to make Pennsylvania more business friendly, while establishing a foundation by which its youngest residents are set up for future success. That is why he supports early learning initiatives, career and technical education, and apprenticeship programs that ready students for careers in the trades, particularly the ones working at the soon-to-be-reopened Three Mile Island nuclear power plant in Londonderry Township.
Rep. Mehaffie and his wife, Linda, who is a successful Realtor, live in Lower Swatara Township.

Rep. Perry Stambaugh

Bio: First elected in 2020, Representative Perry Stambaugh serves the 86th State House District, which covers all of Perry County and most of Juniata County.
Representative Stambaugh is the sixth-generation owner/operator of a 200-acre bicentennial family farm in Green Park, Perry County. Before running for the state House, he spent most of his nearly 40-year professional career as a rural and agricultural magazine editor on local, statewide, and national levels.
Rep. Stambaugh currently sits on the House Agriculture and Rural Affairs, Energy, Finance, and Transportation committees, including as Republican vice chairman of the Energy Committee and Republican chairman of the Transportation Subcommittee on Public Transportation.
